Preheat oven to 350°F. Lightly grease or line an 8×8-inch pan with parchment paper.
In a large bowl, whisk together pumpkin puree, eggs, maple syrup, and milk until smooth.
Add oat flour, protein powder, cinnamon, nutmeg, baking powder, and baking soda. Stir until just combined and don’t overmix.
Fold in the chocolate chips.
Pour batter into the prepared pan and smooth the top. Sprinkle extra chocolate chips on top if desired.
Bake for 25–30 minutes, or until a toothpick inserted in the center comes out clean.
Cool completely in the pan before cutting into bars.
